Ponce, Puerto Rico | 2008 – 2020
Ponce Landfill Cell and Road Construction Quality Assurance and Project Management Services
Client: Republic Services

From 2008 to 2020, Oasis provided CQA services at the Ponce and Salinas Landfills, owned and operated by Republic Services near the southern coast of Puerto Rico. CQA services were performed for eight Subtitle D composite-lined disposal cells ranging in size from 4.5 to 8 acres, including Cells 5 and 7 at Ponce — each a “piggyback” cell above an existing MSW cell. Oasis CQA monitors were present on a full-time basis, preparing certification reports under the seal of our professional engineer registered in Puerto Rico.
Notable accomplishment: Throughout multiple management changes, Oasis’s intimate site knowledge provided valuable continuity, assisting Republic with seeing each project through to successful completion.

Toa Alta, Puerto Rico | 2021
Toa Alta Municipal Solid Waste Landfill Leachate Interceptor Design
Client: Toa Alta Eco-Park, LLC
Scope: Leachate Interceptor Design · Pump Station Evaluation · Technical Specifications
The Toa Alta Municipal Solid Waste Landfill, a 24.7-acre facility subject to 40 CFR Part 258 criteria, faced potential slope stability issues and leachate breakouts on its northern slope that were impacting surrounding surface waters. Oasis designed a leachate interceptor system consisting of a trench at the toe of the northern slope with a pumping system to convey leachate to storage tanks. Oasis prepared engineering calculations for the pump station, estimated leachate storage volumes, and produced technical specifications for construction. Permitting was coordinated with both PREQB and USEPA.
Notable accomplishment: Oasis successfully and expeditiously prepared all engineering calculations and technical specifications, enabling the client to move quickly toward construction and regulatory compliance.

Guayama, Puerto Rico | 2015 – 2024
AES 2015 Lined Coal Combustion Residuals Staging Project
Client: AES Puerto Rico, LP
Scope: Engineering · Design and Permitting · Construction Management · CQA · Certification of Construction
Oasis was retained by AES Puerto Rico, LP for the 2015 Lined CCR Staging Project at their Guayama facility. The project involved designing and installing containment controls for an approximate 5-acre coal ash staging area, constructed in two phases. Oasis was responsible for the full scope — engineering, design, permitting, construction management, CQA, and certification. The liner system included a geosynthetic clay liner, 60-mil HDPE geomembrane, geocomposite cushion layer, drainage layer, and subsurface drainage system. Oasis also managed all stormwater run-on and run-off controls throughout construction.
Notable accomplishment: At Oasis’s recommendation, a sacrificial layer with a dye warning system was installed so equipment operators could immediately identify penetration into the protective layer — a value-added innovation that protected the liner system integrity throughout operations.
