Through our joint venture with Oasis Construction Services, Inc., we combine local expertise with the resources of a 60+ person team — delivering innovative, regulatory-compliant solutions for municipal, commercial, and industrial clients.

In February 2023, Oasis PR JV was established — a joint venture between Oasis Construction Services, Inc. and Oasis Consulting Services P.R., LLC. Through this partnership, our clients have access to a team of over 60 professionals including licensed engineers, geologists, project managers, and technical specialists.

OUR STORY

12 Years in Toa Baja

Oasis Consulting Services P.R., LLC was born out of a simple but powerful idea: that Puerto Rico and the U.S. Virgin Islands deserved an engineering firm that truly understood the Caribbean, its terrain, its regulations, and its communities. When we opened our doors in Toa Baja in 2014, we set out to be exactly that firm.

OUR PUERTO RICO TEAM

Licensed engineers, local expertise

Two of our senior engineers, Miguel Garcia, P.E., and Michael Monteleone, P.E., are licensed professional engineers in Puerto Rico. Mr. Garcia, our Senior Project Manager based in Puerto Rico, is certified as a Manager of Landfill Operations and has extensive landfill design and construction management experience. Mr. Monteleone has been actively involved in design, permitting, and CQA at several landfills in the Commonwealth, with thorough knowledge of design and CQA standards. He also served as Certifying Engineer for the Juncos Superfund Site in 2009–2010.

Miguel Garcia, P.E.

Senior Project Manager, Puerto Rico

An experienced Civil Engineer with over 20 years of experience in municipal, industrial, and construction waste management. Specializes in civil design, environmental management, and compliance. Certified Manager of Landfill Operations and licensed P.E. in Puerto Rico.

Michael Monteleone, P.E.

Senior Engineer

A geotechnical and solid waste engineer with over 37 years of experience. Specializes in all aspects of landfill and landfill-related redevelopment projects. Licensed P.E. in Puerto Rico. Served as Certifying Engineer for the Juncos Superfund Site (2009–2010).

Luis Sierra, P.E.

Registered Professional Engineer

Over 20 years of experience in environmental protection. Expertise in applying for and managing federal grants, developing and managing state programs and budgets, writing environmental permits, and providing compliance evaluations for industries affected by air quality regulations.

Alberto Morales

Project Engineer, Caribbean

Project Engineer supporting Oasis PR’s Caribbean projects with a primary focus on the solid waste industry. Background includes treatment and management of wastewater and solid waste, biological processes, waste transport and reduction, landfill incineration, recycling, and energy recovery.

Isabel Olivieri

GIS Professional

Over 7 years of experience coordinating GIS and operational workflows. Proven ability to lead multidisciplinary teams, streamline processes, and deliver results in data collection, analysis, and community-focused initiatives across public, private, and non-profit sectors.

Glenn Wallace

Senior Construction Manager

35 years of experience in solid waste construction management, CQA for solid waste projects, environmental compliance, remediation and asbestos abatement, geotechnical monitoring, and investigations. Experience spans private and public sector projects at both local and federal levels.

Ashley Butterfield, P.G.

Environmental Consultant

Environmental consulting since 2015 including ACM surveys, lead-based paint investigations, Phase I & II ESAs, GA Brownfield consulting, remediation, landfill compliance monitoring, and UST closures. Currently manages post-closure care compliance for six landfills in Georgia.

Pete Pietrowski, P.E.

Environmental Engineer

12 years of experience in environmental due diligence, brownfield voluntary cleanup and reporting, Phase I & II ESAs, remediation system oversight, groundwater sampling, direct-push and hollow-stem auger drilling, and preparation of progress reports including remediation calculations and figures.

Jonathan Merrell, E.I.T.

Project Engineer, Environmental Solutions

Expertise in waste characterization and waste management. Prior experience as a civilian nuclear engineer at Puget Sound Naval Shipyard managing low-level radioactive waste for the Department of the Navy. Supports professional staff with engineering reports and cost estimates.

Marjorie Martínez Nieves, REM

Registered Environmental Professional

Over 10 years as a Registered Environmental Professional ensuring compliance with local and federal safety and environmental regulations for solid waste facilities in Puerto Rico. Full management of site environmental permits including SWPP, SPCC, NPDES, RCRA, and Title V.

Gabriela Martín Huertas

Environmental Designer

Environmental designer supporting design and planning teams with documentation, graphics, and research. Portfolio includes educational facility layouts and community-centered revitalization projects. Provides design and documentation support for Oasis PR’s projects.

Andrés J. Díaz Rivera

GIS & Planning Analyst

Over 5 years of experience in geospatial data collection, mapping, and field-based inventory using ArcGIS and mobile GIS tools. Leads field inspection activities, data collection, and documentation in support of system mapping and analysis.
